you do not mention the size nor area to which you require the said slate, nor the type of welsh;

dependent on your specific requirement and whether the 'welsh slate ' is grey ffesstiniog or blue pennhryn the availability is ridiculously contrasting. NEW The ffesstiniog grey / now owned by mcalpine in virtually 'not available' due to the quarry; but the Pennryhn blue is . RECLAIM would depend on the quantity and the need to match 'like for like' assuming that the property is listed and there is exiting materials to match to.
