why does the render stop short of the brick plinth and not continue to to ground

the abutment looks quite shoddy

what do you suggest

ive recommended to strike off cleanly or bell drip but this means cutting in and would make it a bit messy or where the brick arrises are crumbling to cut out and piece in again a bit messy abut the new render
